Maulana Yusuf Azhar, mastermind of 1999 Kandahar hijack, was main target of IAF airstrike in Balakot

Foreign Secretary Gokhale said the terror camp was led by Maulana Yusuf Azhar alias Ustad Ghauri, the brother in law of JeM Chief Masood Azhar. Gokhale also said the selection of the target was conditioned by India's desire to avoid civilian casualties.
